Does it matter which end of the of the stinger that you cut in order to get the best possible swr? I have always seen people cut the bottom off a little at a time, but can you cut it off the top instead?

Doesn't matter, you can even cut it in the middle if it needs to be really short.

No you can cut from either end if your stinger does not have a corona ball but if it does it only makes sense to cut from the opposite end.
