need help. icom ic 208h has low voltage

in the fan line. ive installed a couple diffrent fans and all turn very slow. is there an easy way to get power back up into the plug?
if not its getting a big fan on top wired to power supply
all fans hooked to another radio turn fast move lots of air. even the original fan will move lots of air

It runs very slow no matter the temp.it is too slow to cool it off.
It only has 2 setiings on fan.on constantly when radio is started or auto as needed. Either setting it barely moves air.
But plug same fan in on any other radio i got that uses that fan,it really moves air.
Dont know if it has hidden menu to adjust voltage to speed it up or if a part is going bad

need schematic diagram and voltages for that fan possibly transistor that regulates the voltage bricked.
