Could be a blown polarity diode. Could have been hit by lightning and un-fixable. Take a chance my ass...... not for this price... is $128.51 at the moment

doesnt look like a lighning strike radio, usullay the back side pcb and most of the components would be toast. way more than i would pay but rember its a EPT3600 mainboard. that was the main export board for many, many years and some radio's still use it so finding a replacment would be cheap and easy and still cost less than a refurb 99v go for.
