How are you testing the frequency? and does it produce power in the 12 to the 15-watt range?

I have a frequency counter it’s a HP 53131A 255 MHZ connected to antenna jack , when I key up frequencies are all over the place but my recieve is on on par

OK I went back I see that you said there was no SSB power so if you see frequency Flash with the frequency counter at the antenna there must be something a slight bit of power if you have another radio you can listen to while transmitting on the Washington that might help decide what's happening. Another words if you can here the washington on a monitor radio on both am and sideband then we can suggest what might be the problem.

I went deeper with my knowledge L37 was bad now I get 9 watts on am on tx as for lsb and usb I now get 30 watts on key up

Now I get frequency on 19 it’s stuck @ 26.7450

Hopefully the PLL is not blown. If you end up finding out it is, I probably have at least 3-5 pulls. Let me know if you need one.

Well I gave up on it for now took to much of my time thanks everybody for helping me appreciate everybodys knowledge
