Problem with amp

radio: magnum 250
amp: drake 150 2 pill
antenna: wilson "lil will" magnet mount

problem is with the amp in line and turned off radio only keys 1 watt and swings 4. with the amp out of line radio keys 4 watts and swings 25. amp is putting out 150 watts on high but my swr is 4 to 5.with the amp in line and off swr is 1.1 and with the amp out of line its the same.what could be wrong with it or does the amp automatically reduce the radios output? i know the high swr under power is the antenna but im working on that.
 

Sounds like the antenna relay and associated internal wiring or RF sensing circuit is causing one heck of an impedance bump in the line. Resulting in mismatch and significant power loss in the bypass mode. When the antenna VSWR goes from 1.1:1 without the amp to 4 or 5:1, the problem is always inside the amp.
