Question about license

Sorry about the confusion. Ownership of the equipment isn't the problem, you don't have to 'sell' it. The key is the control operator and his license privileges.
For identification, the first call sign given is the station license and/or the control operator's. The call sign of the person at the mic/key/keyboard then follows the 'station' call sign. Do that identifying how ever you want, but keep it sort of short (who needs a 9 minute ID?).
For contesting or awards, that sort of thing, the station call/license is the one getting the award, or being counted, not the person (or his call sign) at the mic/key. So, if you want a WAS on 80 meters and your are a technician, your are out of luck on getting the certificate with YOUR call sign on it. The station's call sign (control operator's), yes, but not the guy at the mic/key. Still confusing, but still right.

The above is speaking about a lower licensed operator being designated as the control operator of another station. In that case he, as the control operator can only use his/her designated privileges . If a higher licensed operator is present as the control operator then the lower licensed operator can use the higher privs. using the proper ID.

The answer is YES, the control operator is the one thay physically ID's on the ten minute interval. The person with the lower class license can do the KC0***\ with N0** controling, between the mandatory 10 minute control op ID. If this wasn't the case a lower class licensee could operate with out actually having a higher class licensee present.

Just because somebody with a higher class of license than yours is physically present at your house doesn't necessarily matter. He may be watching the Super Bowl and not able to exercise his function as "control operator".

The control operator, as I understand it, has to be at the station - not at the controls necessarily, but where he can ensure proper operation of the station. Not in another room.
 
That is why the "control operator " must be present, he or she must be there as to have "physical control" of the station so as to be able to stop transmiting if the rules are broken.
He or She must be present.
