RCI 6300F25 tuned correctly?

Hi names Gene. First post. I didnt see an area for introductions.

I have a 6300F25 that had some unspecified mods before I bought it that were supposed to increase average power
(but not key or PEP).

I had it checked over by a local shop. On a Bird-43 (non-P) and it shows a max of 11W DK and 18W Swing?
I believe these meters only read RMS? How much is that PEP?

Any more key hurts swing, Any more swing seemed to cause it to start to splatter. I like my output to be very clean.

Is this in the ballpark for this radio or was it buggered before I got it?
 

There really isn't an RMS reading for RF power levels. Its called Average or AVG. I'd be rather suspect of the 11 key and 18 "swing" on an AVG meter. Combined with what you said about the audio quality, I'd say that the radio is NOT at its best performance, and likely has had some things done that shouldn't have been.
