It is not simply a rebadged 2100. There are some subtle differences like the 6 band switch vs the 3 band with the hi/low button. Dual final vs single. The button for the RB. The 2100 has CW where the Pluto does not.The first Galaxy PLUTO rigs were simply Galaxy 2100s with a new name. See SECRET CB Vol. 26 on CBTricks for alignment, board layout, & mods. If your PLUTO has the Frequency counter board mounted in a metal box, then it's the same as the 2100.
