Can i make a swing kit for this radio, so i can get a lower deadkey. It is 7 watts and swings to 35 cant get it lower than 7 watts to drive amp????? #15

If it won't go lower than 7 then there's a problem with the radio. You need to have it serviced to correct it.

up so high that the low power pot wont allow it to go below 7w?

no high power just vr13 and some pots

Tune L40, L43, L44, and L33 for maximum forward swing on wattmeter.
Adjust AM power(VR13) for no more than 5 watts dead-key - if running a linear amp set at 3 watts dead-key

if you do just leave it and install a swing kit in it it should lower it to 3-5 watt dk....
