anyone know where i can refer my friend to get his amatuer license in switzerland??? he lives there, but is a US citizen

If he contacts ARRL, they should be able to help your friend out. If not he will have to find a club or maybe if he knows someone that is a HAM already, they could ask someone on the radio that lives in Switzerland.
Does he already have a US ham license?
