Let me see if i have this right. If i have a utc time of 00:00 which would be midnite it would be 4:00pm PST,another words utc time is 8 hours ahead.Which would also change the date is this correct?

That's correct, at 4pm your time it will be midnight the 21st in jolly old England (and a bunch of other european country's).
