What kind of antenna is this?

While driving down a gravel road today I spotted this mobile home with an antenna outside of it. Not sure if it's a ham antenna or a CB antenna. This fella only lives a few miles north of me.

As a guess, I'd say there's a tower with a vertical antenna of some kind on top. Off both sides, there appear to be two arms to hang things from, presumably a couple of dipoles?
The other tower looks like it's empty. There's a 'lump' a couple of 'rungs' down from the top that could be a rotor, maybe.

The antenna that is the farthest from the trailer, does have four horizontally mounted bars just above the top of the tower and just under the antenna.

I can get close ups if required.
 
Those may indeed be standoffs for wires but its hard to say from this distance. Did you ever just stop and ask about the antenna system? Heck I would just ask but thats just me. Maybe someday when their outside you can just stop introduce yourself tell them you a radio anthusiest and you were curious what they have up ;)
 
If you save the picture and then open it up in a GOOD photo editor you can see that the tower supports a vertical antenna as well as two wire antennas,probably dipoles or such. The other tower has a rotator mounted inside it but nothing is on it.
