I currently have an A99 for the past few years. Seems to pickup a lot of QRM noise level stuff.

Was thinking for NC property (elevation says 62' for my address. (Which sucks).

Was looking for a vertical antenna and alot of people are saying Sirio Silver Rod 5/8 or the other one with the little radials. Or like the SPT500 or Starduster A400. Budget is say $140 at the most. A lot come in at $100 or less.

Base rig, let's say is an AT6666 and a 4 pill kicker at the most (aka 500w). Mast would be attached to 10'x12'' shed, with bottom on hinge type using concrete in ground (maybe no hinge but definitely no mast in direct ground contact), and 2 sections of top rail or other HD conduit (about 20' to the "feed point" of antenna) as the mast. This would also be bracketed to the side of the shed with 3-4 brackets. Also plan on using a 8' ground rod to ground the mast.

I've been hearing metal is better. And don't want to rip down my A99 here to put there.

If it is attached to the shed, a 20 foot pipe for a mast with a pipe wrench to turn it would work.(y)

This is true. Though when unoccupied I'd want less discreet and thinking vertical for that reason as well. If I decide to take down when I leave after a week of being there I can stash inside the shed easier than a beam as well. And trust me I do hear you.

Whatever the A99 is picking up anything else will too. I'm guessing you're not using any ground planes and have no RF choke either? Putting in both those things will reduce or eliminate common mode RFI which is often the cause of or contributes to unwanted noise.

I can add a simple 1:1 choke here as I have one laying here. I'm also in a heavily populated city environment. Down in NC nearest neighbor is 300 yards away and nobody else for like 1/2 mile. So it should be better even still. Just picking brains on what may work best for the new quieter country type setting.
