Yeah I know on the 29xlr you break it between L15 and L13 I think it was there is even a couple blank traces I think to solder too you just cut between them but the 21xlr is laid out slightly different from what I was looking at last night. Similar but not exactly the same.
There was a 29 ltd mod to get the lower channels like this as well I had one here a few years ago! A local guy here has it but I can't seem to get hands on it to copy it sure wish I could we all use 26.8150 and on a 40 watt 29 that would be awesome!

Is this after all the cuts and resistors are added?? And are we still using a DPDT center-off type switch at this point? I'm working on the 23-channel version, but the layout looks the same.
The board is known to cause issues, and I've seen it myself many times, and yes,s I have that's the crazy part, it looks like it's just an add-on on, but if you remove that connector from the main board, it's dead as a stump.
Is there a simple, clear-cut mod to do this? The radio looks like a couple of resistors in that area are factory tied together, if I remember right.
