Dimming the lights

Lack of a low pass filter on the amp output. There are very very few CB amps that have them, which means nearly all CB amps run dirty and cause all kinds of interesting problems. I had a mobile setup that could turn certain streetlights on and off once long ago........

The driver in the 1x4 amp is being overdriven by the Lincoln. It's really meant for a stock cb. Turning the peak power down on the radio should help. Turning the mic gain down might be worth a try too.
I was wondering about that considering the 2290 is only rated at about 70 watts out, if I am at full modulation hitting it with more than half of its total power output ability, I have to be overdriving it.

Put ferrite filter beads on the wires that power the light fixtures. And a properly-rated .01uf disc cap from hot to neutral on the fixture tends to help.

You can make your transmit signal weaker until it stops interfering. Or you can weaken the unwanted signal leaking into the device.

If you install filtering on your light fixture, how well it works may affect the neighbor's attitude about someone fiddling with his house wiring.
