Looking for input if adding this with my Heil PR-781 mic would make up for the low audio from my Icom 746 non-pro

You don't need Phantom power for this mic.
I would rather add RF speech processor.
Mikethe reason for the experiment is that the non-Pro model has lower-level audio inputs. The Pro series upgraded to higher-gain mic preamplifiers designed to handle a wider variety of microphones.
 
A W2IHY device will add both speech processing and input gain - that's what I would go for. In fact, that's what I did when i had a 746. And I kept for the 746 Pro and later the Elecraft K3.
