This is how i figured out the dual final mod for the 959 many years ago.
do be careful though, as the jumpers are not all shown in the diagrams and can confuse things.
also, that little coil needs to be converted from a 7 turn coil to a 4 turn coil.

Yes, you may have a shorted component that goes from the B+ line to ground, but because this is a Texas Star amp there is another very common possibility.
you may have a component lead on the underside of the board that is too long, or one of those...
not sure there was ever a 6 inch spring mudfoot.
maybe but i can't remember ever coming across one.

the service manual on cbtricks.org for the realistic TRC-450 should have an IC voltage chart in it, where you can see the correct voltages of each pin on the MB8719 and UHIC-007 vco chip.
measure the voltages on both IC chips and let us know what you find.

you should not have to have your clarifier turned off center in order to receive and transmit at the same freq.
if you have to, this means that your clarifier is still locked and you haven't adjusted the TX trimmer resistor correctly.
