Bending could do it or maybe some shims on the opposite side that it's leaning would do it. May need a longer bolt to compensate for it though.

Hustler antennas still sells the SSM-3 pot belly stainless steel spring. It is kind of heavy but it is only 4 inches though. These are a good as you are going to get for a 102 whip for sturdiness and long life without rust.
Some of those truck stop cheapy springs will likely flop the 102 whip...
Maybe, I only said that because the ATAS seems big enough where it might obstruct some some of your view on the drivers side. Of course you"ll have to judge that for yourself.
Yes, it does look like a good mounting scheme. Maybe put a 2m/440 antenna on the driver side since it shouldn't block your view. The ATAS should work well on the passenger side.

You can do it through a computer but you have an older radio with no direct USB connection but it can be done.

To answer your CW question, Check to see if the "BREAK IN" feature is on. It should be found in the settings menu in CW mode. This will put the tone into TX but you still may have to plug in a keyer to TX a carrier tone.

I haven't seen those ones before, but looking at it I like the way rope feeds through the lock better on these ones. These ones are a bit costlier but for the ease they make securing guy lines and other uses, I say they are well worth it.

One possible drawback with toolbox mounting is some people like to be able to see all of their antenna's coil especially when using a manual control switch so the antenna doesn't get bottom or topped out and damage the motor.
