    Sounds like bad power connections. I'll bet it won't stay on when keying it on AM either. Unhook the coaxs and see if the amp will power up without them connected. Sometimes if you do not have a good ground to the amp it will "find" one through the coax.

    Check the terminal strip wiring on the rotor. I could be that it was replaced and the wires on terminals 3 and 7 were reversed. These connect to either end of the direction potentiometer. If swapping these two leads on the connecting wiring between the rotor and control box (on one end)...

    Check D3 and D4. One or both are probably bad. This happens when the Modulation meter is used while operating an amplifier. It cannot handle checking modulation with power applied......only a radio.

    I can't see it all the way but something looks like it might not be right on the relay wiring. From the photo it looks like the jumper for bypass operation is grounded. This would keep a radio from transmitting through the amp when in standby. Maybe I am missing something?

    One thing for sure is in 1970 the radio would be a 23 channel. Courier, Johnson, Browning, SBE, Pearce Simpson, Hy Gain, would all be radios used as mobiles around then.
