Been a Ham for 20 years. Work a lot of HF and love it.
In my part of the country there are more folks using repeaters than local HF chatter, most of them are not "nerds" and talk more or less like folks do on CB. I'm not talking about the foul mouth variety.
Getting on HF is not expensive...
That is a very nice receiver, and for a Novice a good place to start.
But it's only a receiver.
It's well worth $40 as long as it's clean and receives well. But if you want to get on air there are better options.
You mention FM, what band are you interested to work FM on?

There is no real magic to it, sadly most of the time when the band is open, people will spin the dial, not hear anything, and move on.
Key up your radio, call CQ for a few minutes and you'll surprised...

The vast majority of 2M repeaters (along with 1.2M, and 70cm) are under utilized as it is.
In my zip code, there are over 100 licensed Hams and MAYBE <1% have every banged a repeater much less use them.
Nice looking radio. I hope whoever got it made a "best offer". $200 with a stock mic is a bit much. But I love mine and would not sell it for $200.:thumbup1:
