Vinyl siding on a wood framed house, so I should be ok there.
I was just worried that not having any radials, or only 1 or 2 on 1/4 of the circumference of the antenna would be bad.
I've decided I'm going to ground mount my (original 2 section) big stick, to 5 foot section of steel water pipe pounded in to the ground with about 18" sticking up.
But where I want to install it, my deck will block a portion of the ring of radials, will not having full 360 degree coverage...

For the price of the china HT's, buy two, if they're for emergency use, might as well have a spare. If something happens and you destroy one, you'll have a back up and won't be out $3-400.
The most common will be made by uniden or GRE, they both have a couple models that are analog/digital. From what I've read neither brand decodes P25 very well though.
Easiest way to tell if it does digital is the price, nothing under $350 (new) will do digital is a good rule of thumb.

Finally got my 203 in the mail, opened it up to move the jumper and.... there isn't one. Pretty sure I found where it's supposed to go, but want to make sure before I put the iron to it.

If you're planning on running it off the battery often, do what dudmuck said, put a deep cycle in a battery box in the trunk, and run 4ga up to a battery isolator under the hood, and as short a 4ga ground as possible from the 2nd battery to a good paint free ground.
