How big is your attic. I have a half size G5RV in mine and it works fairly well. I only operate on 10m right now, but I've made some contacts on 10 watts or less so it works at least somewhat well.

1000 is a pretty good budget. You could definitely get something good for that price. You can pick up many multimode rigs for less than that.

Yes, adjusting the overall power can be done that way, but not the dead key. If you lower RF power, you peak drops as well.

Adjusting the dead key isn't always straight forward with these kind of rigs I don't think.

If you are mainly talking local and have some people causing interference, just try reducing the RF gain. With RF gain wide open, you are going to here everything that is out there.
