A few things could cause this. Over filled with oil is the easiest to fix. See in the breather is supposed to have an open cell foam oil separator in it, the foam may have dissolved. Or the rings could be worn allowing combustion pressure into the crankcase.
Unless it is 100% air tight, the pipe will breathe a little bit and pull humid air in which condenses. It's almost impossible to make a pipe with a cable pass through 100% sealed.
Unless the pipe has a constant dried air purge air flow, it eventually will fill with water from condensed moisture in the air. For this reason you still need direct bury rated coax when running it in buried pipes.

20 amps @ 240 volts = 400 amps @ 12 volts, this doesn't account for power supply loses. You might try finding someone local to help you get this set up so it doesn't cost you a pile of money in the long run.
