Maybe there was a limit on how many of certain parts could be procured so they could only make so many. You might find a used one up for grabs if you watch for it on Ebay. I saw one advertised on Amazon for $259...
If you would show just how the antenna is broken it would sure help! If it is just the tip of the telescoping antenna (very common to happen) it doesn't really matter much other than it is harder to pull it up or collapse it.
If what it mounts to on the radio itself is broken and I am guessing...
First thing I would do is clip on an extra length of stiff wire to the top of the antenna and see how it goes as you trim it.
With those SWR readings the antenna is already too short, not too long. Resonance at 1:1 (if it gets there) is going to be up higher than channel 40 by a ways IF the SWR...

I have a friend that is on 160 meters a lot. He has several acres for antennas. He uses electric fence wire. Inexpensive stuff and works very well. He puts down 90 full length radials on 160 and has constructed 2 phased verticals. That's a lot of wire!
Air horns around here (WA state) are legal as long as the horns are placed on the outside of the vehicle. At least it was that way the last time I looked it up which admittedly has been several years. I doubt anyone cares. I had them under the hood or up front behind the grill of different cars...
Yes. put it on a dummy load and see what results you have. It is THE best place to start troubleshooting.

It all come down to how much isolation there is in the switch between the two or more positions. The Alpha Delta switches are rated quite well for this. I use a 4 position Alpha Delta to switch between different HF rigs. I do not ever have more than one rig on at any time however.

If your rig already has VOX designed into it there isn't much to getting it set up really. Set the VOX gain and anti-trip. You probably will need to experiment a little to get that adjusted right. When mobile probably the biggest thing is having the mic close to your mouth without holding it...
You can get a set of air horns that are easy to install from most automotive supply stores. They are inexpensive and plenty loud! I have a set of them ready to put in my Silverado. I have had them in other trucks for many years. Just haven't got to it yet.
