If adding radials made your sig go up 2 S-units something must be really wrong somewhere.
How about telling the same folks you added 8 more radials and see how many more S units you get.
That looks really basic and the oscillator in a can kind of makes it a black box deal. It also looks like it may also phase modulate some.
Depending on what you want to do and learn there are probably better designs out there.

One important part missing is Marconi was sure shortwave was useless.
Since it was deemed useless, experimenters were allowed to play there.

Most TS-440s with the VCO-5 glue problem can simply be left turned on all the time. The heat made by the rig is enough to keep moisture out in a lot of cases.
Hambone rigs using pairs of 2879s typically make 125 watts P.E.P. maximum.

The spec sheet is failry clear. Is says 60 watts P.E.P. as a linear amplifier. 60 watts carrier on FM would probably be pushing it unless the bias...
The small tube's number isn't important. It's just there to operate the relay.
Here's a tube spec sheet for the amplifier tube. 60 watts out is P.E.P. under intermittant key down with the wind at your back.

What tube is that? 5894? The smaller one is for the RF sniffer as you suspected.
If the thing is rated for 50 watts AM carrier it ought to do pretty well on FM but might benefit from a bias change.
Obviously some of those meters are not going to work at VHF. Use your 50 watt radio by itself to qualify them.
If the plate isn't designed to glow and it does glow due to problems it may have been damaged.
If the tube is blushing it is not loaded properly or maybe the bias voltage is too...
