    I always operate my station with TWO power/vswr meters..... First one between the transceiver output and the amplifier input, AND the second is between the amplifier output and the antenna input...... Actually my second meter is inline after the amplifier output and before the antenna tuner...

    Yeah, they probably were bad. Alway, always, when replacing the power transistors, always replace the 10 ohm and the 1.6 ohm bias resistors.....They can be bad even without looking burnt. It is cheap insurance to help protect the transistors.

    In addition to my comments above, you can do as I do with my station...... IF your antenna tuner has (as my Palstar HF Auto Tuner has) two or more antenna connection outlets, then connect the dummy load (as I do) to the other antenna output connector on the tuner and do away with the antenna...
