Normally I would avoid long distance trouble shooting but you are describing a tough problem where you have done all the stuff.
Is the length of anything resonant including the ground strap? My suggestion would be a choke balun, like the beads that you tried, at the antenna...
I use a simple AM radio to track noise. I know you have underground utilities but it is still possible that an above ground transformer is spewing noise from a loose connection. That and solar panels are what I would look for as I walked around with the radio.

The first time that I hooked up an antenna to my fathers S-38 I had the power plug in backwards. A useful bit of information, the radio will work but the chassis will be hot if you don't have a polarized power plug for the S-38e.

If you want to keep the RF in band and going in and out of the antenna use choke baluns like the post above from Alabama Buckeye said.

F150, 2001. Spent a bunch of time installing radios, antennas, GPS, ground strap, HF antennas, 198k miles. Lots of spare parts available and it runs fine.
