If its a 14B board, most likely it has the large frequency counter board. If that's the case, it's OLD and some (or all) of the electrolytics may have gone bad. They had their issues, but can be repaired. There is also a crystal on it that MIGHT have gone bad, but you'll have to do some poking...

Check the SWR/CAL/SRF switch. If there is a bad contact in there it would cause an issue.

I got mine in 2006 or 2007. It's a black face with green numbers (inverse of yours) and I have the newer microphone. So that would make it sometime between the mid 90's and then. I'm not sure exactly when they started the DX change over, but I have an earlier black faced one.

According to the schematic they are 1N4148 diodes. This looks like a prepackaged piece for easier installation.

R131 is the AM modulation limiter. Q24 also is part of that, but also controls the ALC for SSB. Changing the other two resistors is also about trying to boost modulation. Personally I wouldn't do this mod, and if it had already been done, I would reverse it.

D89 is the diode across the driver D88 and D112 are the diodes across the finals.

Here is a Galaxy Saturn service manual. It shows the 2166 driver and 2312 finals. I'd lay odd that someone swapped in the 1969s in place of the 2312s.
