Got it fixed. Turns out C89 a 0.01 uf film capacitor was shorting out TR32. There was a dead shot across this transistor & when I removed C89 the short stopped. I replaced C89 with a new capacitor & the ALC now work. Thanks for all the help guys.
Update & good news guys. It turns out I had a few bad solder joints & had to scrape off this thin plastic coating that is on the ribbon cable for the channel selector. After exposing more copper trace I got solder contact & the radio lives. :)

If you look up A99 exposed, there's a guy who took an A99 apart & there is just a copper wire in the middle & top section. The bottom section contains a capacitor, two coils & then just wire to it's top.

Same power before & after all electrolytic caps, now driver & new final, plus new relay. Turns out someone had their golden screwdriver inside & mistuned the tx rf variable inductors before the pre driver stage. Got it back to 4 / 12 watts now. Thanks to everyone for their time & input.
Hey: Guys. Got it fixed. This radio looked virgin inside as all the wax was still in the pots & there were no mods but it turns out someone monkeyed with the transmit alignment pots in the section before the pre driver. Got it working correctly now. Thanks for all the help guys.
