Obviously radar of some sort. Looks like they are made in Panama City, Florida and used for a variety of things such as aircraft detection, drone surveilance, and bird detection.

If they were telescopic I would have answered cow(cell on wheels). Or pony they are that size but don't know what pony(portable on need yacker....) stands for. Cool question.
Looks like the mount for the small one slides out to the side so they can spin. I see lug nuts. They look like the acorn closed end style.

it is a drone observation and disabler unit. It is deployed in places where the Gov't does not want drones flying about. It listens to the controller and Identifies the maker and the signal protocol takes command of the drone and lands it out of harms way, into custody that is.
