Ge superbase dead key watts

hello, i am trying to get my superbase to dead key under 2 watts so i can add a small low drive amp to it, my problem is i turn vr1 all they way down and still have 4 watts. could the vr just need cleaned? as far as i know nothing has been cut or disabled on this radio. This is a new to me radio so i havent went entirely thru all the components yet but i did do a recap. the only other thing i have been told is that on an on air check i am told i sound pinched up a little. I have two other superbases that do not have this problem.
 

VR1 functions as a rheostat other words it is nothing more than a shunt there is a resistor across RV1 in parallel since it controls the current passing through the modulator transformer. You would have to be able to change VR1's value as far as I remember these don't adjust down that low without introducing more resistance in line with it a 5 or 10-watt wire-wound maybe another 10 ohms or so. Think of VR1 as a VARIAC so it needs to be a large wattage as it gets warm I believe in these radios it was a variable ceramic

since i read your post i understand what it is i think. i am comparing two radios as i type this. and you are 100% correct it is a ceramic variable. thank you all for the responds. trying to learn and ask questions and not sound to stupid
