ISS Static

I'm a noob so I'm sorry if this is a dumb question ...
When I get on the right frequency, 145.80, for the ISS when it passes over my part of the country -- I'm in Las Vegas -- I just hear wavering static that goes away as I move the radio left-right. Does this mean I'm getting the ISS but they just aren't transmitting at the moment, or is it that I'm getting the static from another source?
(I'm using a Wouxun kg-uvd1p with the squelch set at 5).
 

by "left or right" , do you mean you are PHYSICALLY moving the radio/antenna,...... or are you tuning the RX to correct for doppler shift?
