Sometimes we take these things for granted.......
Besides a DMM what test equipment do you have?
Do you have the proper tools to make adjustments inside this radio?
How much experience do you have working on CB radios, and reading schematics?

But these are things we need to know ......... to try to help you.

Getting a handle on the tools you have would go a long way to narrow down what to suggest.

Can't set an old-style distributor on your daily driver without a timing light. Tools don't just make the job easier they make it possible.

The Saturn was in production for a long time, and made in a few different production versions. Printed on the circuit board will be a version number. Starts with the letters "EPT", followed by "3600", then two digits and a letter. EPT3600-10 is the oldest, and EPT3600-15 the newest.

Each version has slightly different circuits, parts and physical placement of things. Can't point out specific stuff unless you know which roadmap to follow.
