S042P - SO42P In addition to the usual mixer applications in receivers, converters, and demodulators for AM and FM, the S042P can also be used as electronic polarity switch, multiplier etc.

Are you quite certain this chip is bad? It's probably the single most-reliable part in the Uniden 40-channel and RCI-made radios .
RCI was using a tiny surface-mount pc board with pins to match the old chip and a TDA6130 smt mixer chip on it once supplies of the original part dried up for good. Just because the factory can't obtain them 10,000 at a time doesn't mean you can't find someone with dozens or a few hundred on hand to sell. Can't imagine it would be worth anyone's while to counterfeit a part this cheap.
I'll predict that a closer look at this radio's transmit mixer will reveal that one of the two inputs to the S042P is missing and the chip itself is probably okay.
