well on one page it did say the operator got special government permission to use it. Not that i'm suggesting that anyone here would make such a thing.
 
well post up if you do build one. I think the basic electronics are similar to a tesla coil and those are easily made with automotive sparking coils.
I wonder would they be usable with a custom high and low pass filter?

No, I believe if u ran a sp gap even at 27.100 u would wipe out 11m due to the wide band tx.....IMO(?)
