Where do you have the ground connected? Be sure it is connected to a "board" ground, as opposed to the power socket. I usually solder it to a "can" or the transformer. Also check the audio output level of the toy, making sure it isn't too high.
Have you tried another mic or jumpering pins 1&4 on the mic jack? How about an external speaker? Does the meter indicate that it is receiving a signal?
One question... Does the s/rf meter show the signal being steady and present, or can you see it "fade in" on the meter... It's kind of hard to say exactly where to look, but... (assuming needle shows the "fade in", and most likely)...
