I read that they can refer the matter to the DOJ. I think that opens the door to criminal prosecution, search warrants and seizure.
I don't know if ever, but if they want him bad enough they can. Especially if they want to make him an example. Big bro is going to do whatever he wants and just because they haven't, don't think they won't.

Good old Jammie john Leon .here is a little back story on that guy. SORRY ITS A LONG READ: ...... He was known as fisherman here in the pacific northwest here in Portland Oregon, i can remember when he first got on the air ..he started out as a decent guy. late 80's around 89 might even been 1990 he would buy sell radios at the local T/A and Jubitz truck stops or to locals come to the breaks etc , but he eventually got hooked on crystal meth hanging out with god knows who, this had to be around 1993-94 his wife eventually kicked him out took their kid and divorced him, he lost his job. like what happens to most meth users... and than just became a complete tool on the radio this was like in 95-96. he would make money polishing wheels at the t/a in Troutdale to support his meth addiction he was busted the FCC that was around 2003-2004 when Portland still had a field office here for Jamming frequencies I was living in California at that time that went down a few friends had messaged me via AIM about it (i had moved to California in 2002) he's been doing it since mid 90's and was still doing it when i moved back in 2013, the same stuff...... some people never learn,,,,, jam the local channel on am or though musical carriers on SSB or go up to 38 LSB and jam the SSB guys with music or god know what noises, before he moved to Illinois, in 2019-2020 he would sit on one of the highest points in Portland and constantly play police sirens or music then bail when people got close or he saw a car with a antenna back to his trailer in the gorge. he is a known offender, in the late 90's though early 2000's one of his gigs was he would agitate and just start fights with other operators constantly for no reason telling them " come get me or fight me me blah blah blah" , he just pick some random operator just agitate till they were ready to beat the snot out of him, rip down his base antenna, cut coax etc. then somehow get a restraining order on them claiming threats of bodily harm to him, his property or car. so they couldn't be on the same channel as he was, or so many feet of him etc. he did this with like 3 or 4 people 2 being good friends of mine one was the most respectful operator, just Jammie for some reason started picking on tony aka model maker calling him all kind of names, saying he was a disabled looser etc., sit out by Tonys house a few blocks away dropping dead keys, or just playing music or noise, for hours, anytime one of us got close to where he hiding and saw a car/truck with a antenna on it he would unkey and bail, then about 10 mins later get back on " saying we were chicken $hits for defending a disabled pos" he follow him around the band keying on Tonys rx so pretty much making Tonys radio time useless since all he heard was jammies music or silly Childs toy that made noise ray guns etc. just this went on for about 9-10 months, Tony finally had enough and just said one day I'm going to find you and beat the ( expletive ) out of you I'm sick of this i don't know what your problem is but I'm going to end this sh@#!!! that's when fisherman started the restraining order BS it was just downright silly and stupid claiming he was the victim , he would then sandbag on Ch 20 which was our local contact channel, listen for that person to key up ask for someone or break the channel they would move to say Ch 28 to talk, he would follow them around key up saying " YOU CAN'T BE ON THIS CHANNEL CAUSE I'M USING IT BLAH BLAH BLAH " he did this with a few of the locals. a few just said screw it not worth being on the radio and got out of the hobby they didn't want to he his next victim . I came up from Cali in 2008 for a visit he had done this to another friend of mine when i was in California, Gary " silver bullet's" home was on the corner lot we had a small little CB break of about 10 people since I was up visiting for the week , were sitting all in his large side yard next the busier street the house was on having a BBQ when Jammie drove past honking his horn and keying up on his P.A saying OH I SEE SILVER BULLETS HAVING A PARTY WHY DONT YOU GET ON THE RADIO BLAH I SEE YOU GARY AND ALL YOUR LOOSER FRIENDS! " "he was well this goes fishy trying to sucker me in to keying up" I replied " he's still doing that nonsense? good god" silver bullet was "yup he got me i cant be on any channels he's on cause i threated to beat his ass and rip his $HI^ out of his truck when i catch him " I'm like jeezes what a looser" After a while of the restraining order shenanigans. people starting using tape recorders next to the radio and buying digital video cameras ready to record him driving past their homes or proving he was following them around on the channels videoing the radio showing they were moving from channel to channel trying to talk and Jammie following them coming on them saying he was going to have them arrested for breaking the order showing he was harassing them trying get them to breaking the restraining order, so they had something to use as a defense my friend Gary's was finally dropped around 2009-2010 when Gary went to court and used the tape and video from a borrowed digital video camera, Gary ( silver bullet ) messaged me telling me he was free of fisherman's BS finally about 2015 Jammie moved to the gorge in a meth trailer about 20 miles outside Portland but every time he came in he would sit up on rocky butte doing the sirens thing be for going back home to his meth house he is a real piece of work
