I will try that but first I need to fix the issue with VCO1. The radio uses 3 mixers (TA7310P). I'm going to check them out today. I need to get that 2v back on J13 before the radio will even transmit. Thank you for your input and I will post an update after further testing.
Well, I had both VCO voltages...the radio was transmitting and receiving. The only issue I was having was the radio was transmitting on 23MHz and not on 27MHz. After more testing I found the proper mixing frequencies going to the tx mixer were not right.
Now I have lost my 2v on J13.

In tx mode it transmits 23.154MHz no matter what channel your on. Im thinking the CPU is ok because the display reads correctly. My gut feeling says it may be something with the binary code from the encoder...but just...
This radio was intermittent from turning on. When I took the cover off, I noticed a orange broken wire hanging there. It comes off J101 on the bottom right side from the main board just below the meter with the front of the radio facing you. That jack has RED, ORANGE, YELLOW, WHITE wires coming...

Z-28 ohmite chokes are readily available. It would be easier to just replace it. If it was a part that was unobtainable, then I would fabricate my own. Thank you all for your input. The actual value is now known for me to carry on. 73's
I'm looking for the value of the RF choke on the upper deck. I took a pic of the part from another amp but need to replace the one in a different Scout 20 that burnt up. I searched everywhere and could not find a schematic.
