After you re-cap it, you are going to need to realign it again. Also the type of capacitors in the audio chain make a big difference. So if you are going to re-cap it, why not use tantalum capacitors in the audio section, and also change a few values to tailor the RX audio?

There were several versions of this amplifier produced. The only way to know if it is a messenger or a good clone is to see what it looks like on the inside. Are you able to pull the cover and post some pictures?
My first guess was going to be a shorted capacitor in the RF track, however, if the radio has output this would not be the case. It is possible that the radio is off frequency by a few KCs
