I had an idea a few years ago and briefly tried to put one together to see if would work - it didn't - and I didn't feel like keep playing with it regarding time, research and money although the money was little.

I don't think my idea violates any laws of electrical physics ..... just a matter of finding the right components.
The idea is to determine the best small solar panel ( A & V output), rig up whatever number of whatever type and size of white LEDs to shine directly onto the panel. Although the LEDs will be shining onto the panel there will still be enough outwardly reflecting light to illuminate the surrounding area some. Get the rig going by shining a bright flashlight on the panel to power the LEDs - remove the flashlight and the LEDs power the setup from there.

Present day components may not be available to accomplish this ?? What is required is (enough) LEDs to power the panel while not exceeding the panel's output capacity.
